How did they came up with 2.4 billion dollars?”

The rest of New York State has almost 50,000 separate and distinct governments. It has been identified that New York has approximately 10,521 separate governments that overlap. In order for this state to survive and thrive into the 21st century, we must have massive reform and stand up to the special interests and eliminate these overlapping governments and services.
